Community Development Agency History
The Community Development Agency of the Village of Clarks was established in 2023 as a board to oversee housing and community development projects. The Village Board utilized data from the Comprehensive Plan survey to determine which projects the village should prioritize. One of the top priorities identified was housing. To address this need, the Village applied for a grant to secure Rural Workforce Housing (RWFH) funds, with a goal of raising $100,000. The grant offered a 2:1 match for the funds raised.
Before the grant application was submitted along with the required matching amount, we received a generous donation that matched our fundraised amount. This support enabled the board to begin construction on two speculative (SPEC) homes funded by the RWFH grant. The proceeds from selling these SPEC homes will be reinvested into the fund, allowing for future loans to support the development or rehabilitation of residential or commercial properties.
