Pets
Both dogs and cats are to be registered within 30 days of acquisition or upon moving to Clarks. Registration is to be renewed annually before January 1st with the office of the Village Clerk. Proof of current rabies vaccination is required. Dogs are required to be on a leash when off the owner’s property. Dogs running at large may be picked up and impounded with the Veterinary Clinic at Central City. Impound fees vary depending upon the stay. Breeds prohibited from residence in Clarks include those containing Pit Bull, Doberman Pinscher and Rottweiler. Download pet registration.
Curfew
There is a curfew within the Village of Clarks. Youth under age 13 are to be at home (unless accompanied by a parent) by 10:00 p.m.; those between 13 and 18 are in violation after 11:00 p.m.
Zoning Permits
Are you looking at changing something on your property? Do you know what requires a Zoning permit? If you are going to change anything on your property, be sure to check zoning regulations prior to starting the project. Zoning Regulations and permits are available online or at the Village Office and the Regulations Binder can be checked out. The Zoning & Planning Board will then look over the permit to determine that it meets with the new Village Zoning Regulations. Once all requirements are met it goes before the Village Board. Again, Zoning permits need to be filled out before starting a project. Make sure you have the approval for the permit before purchasing anything for the project. With the costs rising it is understandable to purchase now but having to tear down a project because it wasn’t approved is not good either.

All Terrain Vehicles
All terrain vehicles are allowed on the Village streets when properly outfitted with an orange flag. Operators will provide proof of insurance and be licensed as per state statues.
Bicycles
Citizens operating bicycles within the Village limits must obey all traffic signs. Handlebar riding is discouraged. Bicycles may not be operated on the sidewalks with in the business district.
Snow Removal
The Village strives to remove as much snow as possible to benefit as many residents as possible. Vehicles parked along the street need to be moved as soon as possible to allow for snow clearing. Property owners are required to clear the sidewalks adjacent to their property within 24 hours of the cessation of the storm.
